What's new in pip 26.1 - lockfiles and dependency cooldowns!

Pip 26.1 adds lockfiles and dependency cooldowns, generating a pylock.toml for a project and its dependencies. It drops Python 3.9 support and introduces the --uploaded-prior-to option (PnD) to constrain versions by age. A concrete example shows requesting an LLM release at least 4 days old, yielding version 0.30.
